Maximizing and restoring a private window causes tab to flicker

Steps to Reproduce

1. Open a new private tab
2. Click restore, orange flash on NTP graphic
3. Click maximize, same orange flash on NTP graphic

Actual result:

Expected result:

No flash on NTP graphic
