This PR adds in the python-versioneer tool to manage our versions. This is handy because all we have to do to create versions is tag our releases!
I mostly want to experiment with how this tool works and see if it is worthwhile through actual use. If it ends up being painful to use then I'll revert these commits. Pandas uses it though so maybe it's legit. 🤷♂️
I'll create a tag once this gets merged. Version 0.0.1 sound good?
