Autoscrolling when dragging files causes a jump

When the list of files is long enough to add a scroll bar, there is a jump when dragging a file in the working set

Steps are quite difficult to reproduce but@njx thought we should open an issue to try to fix it. I tried for about 1 minutes or so and was unsuccessful in reproducing it.

It might be easier on the Mac. My steps are:

1. open a lot of files in the working set
2. scroll up to the top of the working set
3. select a file and drag it downward a fair distance below the bottom of the working set
4. watch the position of the dragged file as you autoscroll

Result: On my machine, the dragged file jumps up closer to the top of the working set, and as you move the mouse there's a fixed (large) distance between the actual mouse position and the position of the filename. It looks like there's some kind of offset that's not being accounted for.
