Make sure license list is complete, add manifest

https://bootlin.com/pub/buildroot-st/openstlinux-6.6-buildroot-2024.02.9-mpu-v24.11.06/licenses-st_stm32mp157d_dk1.tar.gz only contains a subset of the licenses, many licenses are missing: Linux, U-Boot, TF-A.

Also, we should somewhere add the manifest.csv.
