[composefs backend]: Regression introduced on #1560 - (other) cannot read/exec to /etc

There has been a regression introduced on this PR where the /etc/ directory doesn't seem to be created on the base image with o+rx permissions so dbus fails to start up. This is breaking right now on https://github.com/tulilirockz/arch-bootc, maybe its an issue with how arch linux sets up their /etc directory

The PR doesn't really do anything with /etc's permissions. I can see /etc is created with 0o755. Can you share the image you're using?

I have no idea why it blows up, the image I'm using is the one linked in the issue description: https://github.com/tulilirockz/arch-bootc/pkgs/container/arch-bootc - Maybe I'm doing something wrong?

Turns out it just works fine now? I have no idea what might have changed, but after a bit for some reason the image mounts etc correctly now.
