Missing `bootupctl` binary

During debugging of #1438 I found that bootupctl is not presented in the Anaconda env. This is due to bootupd package not being installed. As bootc is using it I am wondering if this should not be a package dependency.

A quick check would show it is already there, it's just a soft dependency:

And Anaconda's build is turning off soft dependencies I'm sure. For now then I think the Anaconda installation templates should install it in the same way they do bootc.

That said of course this all intersects with rhinstaller/anaconda#5888 because if Anaconda was a bootc image itself then the "base bootable image" definition would come from fedora-bootc where we maintain this stuff.
