Only switch to local folder failed, switch to registry URL does not have this issue.

This issue caused bib image building failure: ERROR Installing to filesystem: Creating ostree deployment: invalid reference format. Log: https://artifacts.osci.redhat.com/testing-farm/75e3e31f-1858-4f21-81d8-15a91b0bbaf6/

This issue exists since bootc-202505092010.g001106e8bc-1.el9.x86_64, and bootc-202505061330.g93b22f4dbc-1.el9.x86_64 does not have this issue.

Hmm.. This error message seems like it might be from 10b66fb, though since the image ref doesn't contain a digest or tag, I would be surprised if the image ref is being changed at all during the canonicalisation.

Yeah - it is from the 10b66fb changes.
Investigating a fix. Unfortunately I think this may have made it's way into 1.1.8.

This issue seems to be stemmed from an error being returned from the Reference.parse()? when provided with a dir format.

Perhaps I add a conditional to say "if transport is not registry or containers-storage, return unchanged"?

This issue can be found in bootc image builder (bootc install to-filesystem in this case). https://artifacts.osci.redhat.com/testing-farm/d6437bfa-f5ee-4657-bc15-57861bc976ec/.
But issue does not exist on bootc install to-existing-root and to-disk tests.

Reopen this issue to track bootc image builder error.
