Add operator icon section to "Create a Package" article

Currently there's no documentation on how to add and package icons in the CS project, as well as how to generate new icons for operators. There is a bonsai-icons repository which I think can be used by Bonsai 3rd package developers.

• Add instructions for including icons as resources
• Add build instructions for operator icons
