This PR removes the GH action which uses
toxto test the building of the sphinx-documentation.This is not needed anymore, because we have a new setup which tests the documentation directly on read-the-docs.
And the tox GH action has the issue, that sometimes kroki does not response to all http request which generate the UML diagrams.
