Description
This PR implements BEP-657, which restricts blob transaction inclusion to every 5 blocks to restore proper blob fee market dynamics.
Rationale
BSC's block time reduction from 3s to 0.45s created a ~6.7x increase in blob capacity while demand remained constant. This caused the blob base fee to consistently stay at the minimum floor price, preventing the EIP-4844 fee market mechanism from functioning properly.
