Consider a combined fixable/suggestions column #207

TBD whether this would be the default column or an optional column.
We currently have a consolidated fixable/suggestions rule doc notice called fixableAndHasSuggestions. We could also have the same thing for the rules list.
Benefit would be to save horizontal table width. And it's common for rules to have either an auto-fixer or provide suggestions but not both (although note that it's definitely possible to have both).
