Percentage of CPU usage numbers on System Information/Processes is broken

This is a long term issue. The numbers do not make sense.

The problem is very clear when first opening the page (the numbers are always full high, even when the CPU usage is low), but I suspect it is not exclusively happening in that case (page opening).

This is a very annoying problem because it makes debugging performance problems a very hard task, since you can't really monitor the numbers reliably nor compare them from one session to another.
