Change zero to <0.001 value within different pages

Description

The following rule should be applied when value has more that eight zeros after decimal:
Value should be displayed as < 0.001 with full amount in tooltip

Places where changes should be done:

1. Address details page:

• Transactions tab. VALUE column
• Token transfers. VALUE column
• Internal transactions. VALUE column
• Coin Balance History. Balance, Delta column
• Details tab. Balance
• Tokens tab. Quantity

2. Token page:

• Token transfers tab. VALUE column

3. Transaction details page:

• Token transfers tab. VALUE column
• Internal transactions. VALUE column
• User ops tab. Fee

4. Transactions page. All tabs. VALUE column
5. Advanced filters. Amount column
6. L1 Withdrawals page. Value column
7. Main page: Latest Txn. Value, Fee
8. Token transfers page. Amount
9. User operations page. Fee
10. Top accounts. Balance
11. Blocks page. Burnt fees

13. Add VALUE to Additional Info pop-up for transaction
