Applies the green GitHub Actions dependency updates from Dependabot PRs #92, #136, and #137 on a regular maintenance branch so the repository's required CodeQL checks run normally.
actions/upload-artifactis pinned to the exact v7.0.1 commit already used elsewhere in the repository, the dependency-review action pin is advanced, both Scorecard SARIF upload pins are advanced to CodeQL Action v4.38.2, and the unavailabledependencieslabel is removed from.github/dependabot.ymlwhile retainingsecurity. No ENTITY protocol, runtime, BTDU, wallet logic, Python requirements, or released evidence is changed.
