Build argparsing into Data Helper

Data Helper's job is to be a CLI tool for importing data (from CSV, for right now). It's not very good at that and requires you to change the source and recompile for e.g. changing the server.

Should use something to build out a proper CLI and prepare it for handling monsters as well.
