We should definitely add this check. I would prefer using the existing method providerOrganizationRepository.GetByOrganizationId and then checking for null though, it avoids adding a sproc and we'll only ever have 1 or 0 results here, so adding a count method seems unnecessary.

Sorry! I was wrong on this one. I missed that we need to query by multiple organizationIds. Your previous solution was the correct one to avoid looped async database calls.
I have re-reviewed changes up to and including commit 4daebe4. If you can revert to that commit then I'll approve.
EDIT: my only question is whether returning -1 from the SQL sproc is consistent with EF behaviour. Will EF also return -1 if there are no Ids provided? In general, do we return -1 if there are no matches found, or do we return 0? I don't really mind either way, but it should be consistent between SQL and EF implementations.
