fix(release): stop note regen, drop tap release mirror, host APT here - #299

Disable softprops generate_release_notes so UI-authored changelogs are not duplicated. Stop mirroring GitHub Releases into the Homebrew tap (formula already downloads from canton-devkit). Move the static APT repo under apt/ on this repo and delete the unused formula break-glass script. Update install docs accordingly. Co-authored-by: Zhe Li <linuxcity.jn@gmail.com>
