Service refactoring

Services should be split into core and none core.

Core Services:

- Logging
- Metrics
- Grafana
- Dashboards
- Lightning
- Bitcoin

None Core Services:

- SimLN
- Circuit Breaker

Services should be a python file and can be invoked from the cli. Similar to scenarios.
