"Load PSBT from file..." does not work when no wallet is loaded

Linux Mint 20.1 (Qt 5.12.8), the master (ad89812):

opens no dialog.

I think these two list items should be disabled state when no wallet is loaded. Such as the close wallet button, backup wallet button.... above
When no wallet is loaded. Even if I press it, there is no any GUI response (Expected)
The enabled status is no meaningful when no wallet is loaded.
