This also fixes #148 because the new job generates feature vectors, too.

This accompanies biigle/largo#120 where the logic to generate annotation feature vectors is moved to the Largo module and only reused in MAIA.
Also the separate vector database is merged into the regular database (see Largo PR for explanation).
