dev-team

Plugin toolkit for orchestrating a team of specialized AI agents for full-cycle software development — from requirements to tested, reviewed code.

The coordinator (/dev-team) decomposes tasks into vertical slices, dispatches 12 specialist agents with isolated contexts, and enforces inline quality gates. A Phase 0 triage assigns each task a pipeline profile — Micro, Standard, or Full; lean is the default. In the Full profile every PRD and execution plan passes an adversarial debate before ordinary doc-reviewer review; code always passes code-reviewer review.

Every agent report must carry an Evidence field — fresh command output proving the work (a bare "DONE" is never trusted) — plus a Context field accounting for every source named in the dispatch's Required reading block. Ordinary code and document reviews report findings as stable RV-<scope>-NNN IDs classed must-fix-now, fix-in-slice, or backlog; only must-fix-now blocks a gate and consumes the rework budget, and a late-finding rule stops reviewers from drip-feeding findings across reworks (see the review-contract skill). The tester writes failing acceptance tests before implementation (Mode A) and verifies green after (Mode B); implementation agents are forbidden from touching test files. Verification runs against the project's external dependencies running in local containers — a database, cache, queue, or third-party emulator stood up by devops-engineer — not against mocks. The coordinator tracks state in docs/progress.md.

Skills are surfaced by their descriptions and follow the cross-platform Agent Skills standard, so the same skill set installs into Claude Code, Codex CLI, GitHub Copilot CLI, and Gemini CLI.

Verify: type /dev-team — the coordinator should be available. Manifests can be checked with claude plugin validate /path/to/dev-team --strict.

In Codex CLI

Install the complete plugin through its marketplace so the skills can read the bundled agents/*.md prompts and references. The commands below are supported by Codex CLI 0.150.1:

Confirm that dev-team is enabled in the listing, then start a new Codex session. Check the loaded skill's installation path and the version in that package's .codex-plugin/plugin.json: a repository checkout and the installed cache can contain different versions. Editing a checkout does not update an installed plugin or an already running session.

The dev-team-codex bridge translates the bundled workflows to the available Codex delegation tools. Invoke it with natural language:

Use /ask-backend semantics for this API task.

The complete package must remain intact; copying only skills/* omits the agent prompts. The bridge resolves templates from its installed package and project files from the working project.

For unpublished changes, copy the complete working package to a temporary directory and use a separate temporary local marketplace whose plugin source points to that copy. Use an isolated Codex home to avoid replacing your installed plugin. Adding this repository's marketplace by local path still selects its GitHub source; it does not test uncommitted files. After installation, start a new session in a separate project and verify that the loaded skill path belongs to the temporary package.

To disable an individual skill without deleting it, add to ~/.codex/config.toml (restart Codex afterwards):

Gemini CLI (>= 0.26) supports Agent Skills natively. Note: it validates frontmatter strictly — the --- block must be the very first content of SKILL.md (all skills in this repository comply).

Workspace-scope skills load only in trusted folders (/trust, then restart). The repository ships a GEMINI.md with the workflow context.

Portability notes

  • All skills use the portable Agent Skills core: name + description + markdown body. Claude-specific frontmatter (disable-model-invocation, allowed-tools, argument-hint) is silently ignored by other platforms.
  • The coordinator skills (dev-team, dev-team-node, dev-team-python, ask-*) are user-invoked slash commands in Claude Code; on other platforms they activate by description match or explicit mention.
  • Native subagents (agents/*.md), inline review gates, and parallel dispatch are fully supported in Claude Code; on other platforms the dev-team-codex bridge skill emulates the workflow.

In Codex CLI

Use coordinator and shortcut names as prompt phrases routed through dev-team-codex; they do not require Claude-style slash-command registration:

Use dev-team-python semantics to create a Django model and DRF serializer.
Use /ask-reviewer semantics to review my recent changes for security and correctness.
Use dev-team /handoff to save the current coordinator state.
Use dev-team /resume to continue from docs/handoff.md.

The bridge routes all three coordinators, all eleven ask-* shortcuts, handoff, and resume to their bundled workflow templates. Coordinators apply Phase 0 triage; shortcuts retain their focused workflows, including the full document gates for /ask-prd and /ask-planner regardless of profile. The user's complete task is passed to the selected flow.

Specialists run through the delegation interface available in the current Codex session, with isolated task context and the same Evidence/report requirements. If the runtime cannot provide the required independent delegation or context isolation, the bridge returns BLOCKED. Reviewer write restrictions are prompt instructions unless the runtime enforces them; the bridge checks for file changes after reviews. Claude agent metadata does not create Codex tool permissions.

In Claude Code: Shortcut Commands (direct agent dispatch)

Use ask-* commands for focused workflows that bypass the full coordinator. Most dispatch one specialist. /ask-prd and /ask-planner run creator → adversarial debate, then either consensus + ordinary doc-review or combined arbitration/full review.

Context isolation: each agent gets a clean context and does not inherit the coordinator's session. The coordinator includes the full task description, scope boundaries, and a report reminder in every dispatch (the full protocol lives in each agent's own prompt).

Skill selection: skills are surfaced by their descriptions; dispatch prompts include stack-specific phrases ("typescript", "nestjs", "django") to help agents pick the relevant ones.

Inline quality gates: In the Full profile, adversarial-reviewer attacks assumptions and plausible failure scenarios in every PRD and plan; the creator resolves stable CH-* items for at most 3 debate cycles. Consensus proceeds to ordinary doc-reviewer review with a separate 2-rework budget. After an unresolved third recheck, doc-reviewer arbitrates and performs the full review in one dispatch; successful arbitration needs no second ordinary review. Product intent or unavailable evidence is escalated to the user, then the creator updates and doc-reviewer resumes the combined review. Code uses code-reviewer. Downstream waits for either successful path. See specs/workflow.md for full diagrams.

Review contract: code-reviewer and doc-reviewer follow the review-contract skill — findings carry stable RV-<scope>-NNN IDs (the coordinator owns the scope tag and passes the prior RV-ID list into every recheck), each classed must-fix-now (blocks the gate, consumes the rework budget), fix-in-slice (real but non-blocking; fixed, or explicitly reclassed backlog, before that slice's DoD gate), or backlog (recorded in docs/progress.md's ### Technical debt section, or the coordinator's final report under the Micro profile, which has no ledger — never blocks). A late-finding rule caps rechecks: the reviewer carries every prior RV-ID forward with a state (resolved, rejected_with_evidence, open, or reclassified → <new class>) and may raise a new must-fix-now on a recheck only with a rationale line — Introduced by: if the rework itself introduced it, Pre-existing Critical: if it is a Critical correctness/security defect the rework did not introduce — anything else first noticed on a recheck is backlog, not a fresh rework cycle. Under the Micro profile a review emits only must-fix-now and backlog, scope tag MICRO. Implementation agents (backend-dev, frontend-dev, implementor, devops-engineer, tester) run the same code dimensions against their own diff as a Self-check before reporting. Every dispatch also names its sources in a Required reading block (<path> → <what to extract>), readable with the target agent's tool grant; a report's Context field must account for every one of them — a source the agent's tools cannot reach is accounted for as <path> → unreachable with this agent's tools and does not fail the gate — or the coordinator treats the report as DONE_WITH_CONCERNS and re-dispatches. adversarial-reviewer keeps its own CH-* debate protocol, unaffected.

Evidence gate: a DONE report without fresh verification output (command → exit code → key lines) is treated as unverified and sent back. Failing checks forbid DONE. "No change was needed" is a valid, evidence-backed outcome (fix-or-abstain).

Local-stack gate: a project with external runtime dependencies (database, cache, message broker or queue, SMTP, object storage, search engine, identity provider, third-party HTTP API) must have them running locally in version-pinned containers with health checks before slice 1 starts and for every verification afterwards; devops-engineer owns that stack. A dependency whose real service cannot run locally gets a containerized emulator (stripe-mock, localstack, wiremock, mailpit); if no emulator exists the coordinator halts for one batched user question and the affected AC stays UNVERIFIED until an explicit user waiver is recorded. Evidence produced against a mock, stub, or in-memory substitute for a dependency that has a container equivalent is not local evidence; a project with genuinely no external dependencies records Local stack: N/A — <reason>. The pipeline profile never exempts a task from this gate, and when a compose file already covers the whole inventory the gate is satisfied by evidence, not by a dispatch.

CI/CD last: CI/CD work (CI pipelines, deployment configs/images, publish/release) is always the final subtask — never part of scaffolding or intermediate slices. It is owned by devops-engineer and dispatched only after the local-proof gate passes: the local-stack gate is satisfied, every AC-ID verified with fresh evidence produced against the running stack, the full test suite (unit + integration + e2e) green, and the final demo checkpoint accepted by the user. The pipeline encodes only checks already proven green locally, against the same pinned images. Local dev tooling (docker-compose.yml, dev Dockerfile, seed and reset scripts, git hooks, lint config) is not CI/CD and comes earlier by design.

Cost and latency: process cost is profile-driven. Micro tasks cost ~2–4 agent runs (implement + review); Standard stays within a lean envelope with zero debate cycles; a circuit-breaker stops any Micro/Standard task that exceeds 8 runs and asks the user. In the Full profile, PRD and plan creation require at least one challenger pass and one document review pass: ordinary doc-review on the consensus path, or combined arbitration/full review on the unresolved cycle-3 path. Revisions add creator and challenger dispatches, up to 3 debate cycles; unresolved cycle-3 items may pause for a user decision. Simple documents can reach consensus after the first challenge pass.

Implementation agents add Self-check after Evidence; code-reviewer/doc-reviewer add Sweep after Evidence (one line per review dimension). Rules: DONE requires Evidence · Context required for DONE · red means not DONE · fix-or-abstain ("no change needed" is a valid, evidence-backed outcome). Canonical copy: templates/agent-template.md.

Adding a New Agent

  1. Copy templates/agent-template.md to agents/<agent-name>.md
  2. Fill in frontmatter: name, description (with <example> blocks), model, color, tools
  3. Write the system prompt with role, responsibilities, process, and output format
  4. Include the report protocol at the end
  5. Restart Claude Code — the agent is auto-discovered

Adding a New Skill

  1. Copy templates/skill-template/ to skills/<skill-name>/
  2. Edit SKILL.md: set name (must equal the folder name — lowercase, digits, hyphens, max 64 chars) and a specific trigger description (max 1024 chars; the description is the only triggering mechanism)
  3. Write skill content (keep under 2000 words)
  4. Put detailed documentation in references/
  5. Restart Claude Code — the skill is auto-discovered

Adding a New Stack

To add support for a new technology stack (e.g., Go, Rust, Java):

  1. Create skills/dev-team-<stack>/SKILL.md — copy skills/dev-team/SKILL.md and replace only the frontmatter and the ## Stack Profile section (detection patterns, greenfield detection, stack-specific dispatch phrases); the rest must stay identical across coordinators (see the SYNC comment at the top)
  2. Create skills/<stack>-stack/SKILL.md with a trigger description covering the stack's file types and frameworks
  3. Create skills/<stack>-stack/references/architecture-patterns.md — stack-specific architecture patterns for the architect agent
  4. Add the stack's typical local services (its usual database, cache, broker, and third-party emulators, with pinned images and health checks) to skills/local-stack/references/
  5. Update the ## Stack Profile section of skills/dev-team/SKILL.md to list the new stack coordinator

For Codex specifically:

  • Run npm run test:codex from the plugin repository for static package, routing, and compatibility checks. These checks do not prove live orchestration.
  • In a temporary project, verify natural-language routing and an explicit shortcut, isolated specialist context, execution → review → one rework → completion, unchanged files after review, scope-aware Evidence handling, and resume without repeating completed work.
  • Record the client version, loaded package path/version, and fresh results. Test unpublished packages through the temporary local marketplace described above, from a project outside the plugin checkout.
  • Compare live Claude /ask-reviewer, Micro, and document-shortcut runs before and after changes. Keep unavailable live scenarios UNVERIFIED; passing static checks alone does not establish compatibility with either runtime.

For debugging: claude --debug shows plugin loading and agent dispatch activity.
