* README.md (Supported Protocol Features, Commands and
keybindings): mention workspace/didChangeConfiguration.

* eglot.el (eglot-server-initialized-hook): New hook.
(eglot--connect): Run it.
(eglot-workspace-configuration): New variable.
(eglot-signal-didChangeConfiguration): New command.
