Remove `exfor_tools` dependency, construct `Observation` generically from `pandas.DataFrames`

• generic construction should look for x, y, etc., or a set of corresponding fields passed in as a dict
• reaction type observations should parse specific fields like projectile and target, etc., that are currently set according to information from an exfor_tools.distribution.* object
