I have another idea
A claim limit permission
For example:
The Donator group has the permission: infiniteplots.plot.limit.2 and can claim 2 plots
While the Donator+ group has the permission: infiniteplots.plot.limit.3 and can claim 3 plots
So that you can give your Donators more plots then regular Members
