Add improved language string fallback

First: If a string is defined in any of the language files, it should fallback to the default English string not throw an error.

Secondly: I need to add a test to log all missing language strings and detect ones that are defined but are no longer used.

This should be built into the build process so the information should be publicly displayed so translators can see this information at a glance.
