Tested:

    mkdir examples/tmp
    cd examples/tmp
    bazel run @com_benchsci_rules_kustomize//:kustomize -- create

Confirm a `kustomize.yaml` file is created in the working directory.
Previously, the tool would mutate the underlying runfiles directory.
