The documentation only mentioned a package for Debian despite the releases having RPM packages since v0.5.0

I noticed the install documentation is not quite up to date since v0.5.0: now there's an RPM package and the URL changed slightly.
This PR reworks the Linux installation page, it's no longer Debian specific and documents how to install both the .deb and .rpm file.
I also had to bump the
litestreamVersionparam. Looking at the history I saw that it was reverted to 0.3.13 in 0fd3d07, I'm not sure if that was intentional. From what I can see bumping the version shouldn't break anything but I may be wrong.
