Update README / Utilize Google Style .pylintrc

Update the README to account for the current state of the repository.

Tasks

• Update README, following python-samples example
• Clean up unnecessary scripts
• Utilize pylint and Google Style Guide's .pylintrc
• Install isort and black
• Create a format.sh script utilizing isort and black

flake8 seems to be more reliable.

A combination of isort and black should round out the configuration.
