Bump versions in Toga bootstrap

• Require at least Toga 0.4.7
• Flatpak GNOME runtime 46 -> 47
• com.google.android.material:material 1.11.0 -> 1.12.0
• org.osmdroid:osmdroid-android 6.1.0 -> 6.1.20

Notes

• If Toga will have another release for Python 3.13, probably best to wait on this one

I was a little surprised to see the apparent last development for androidx.swiperefreshlayout:swiperefreshlayout was 2020....is this still maintained? Although, I could imagine changes haven't really been necessary...or that this is related to Toga not using Android's latest UI framework.

My guess is that it's the latter - although I can't say I know what this week's flavour of Android swipe control should be.
