[SECURITY] Explore Monitoring Namespace Integration

Research and implement NetworkPolicy allowances for a dedicated Monitoring namespace (Prometheus/Grafana).

**Rationale**: Currently, NetworkPolicies are strictly limited to app components. We need to allow ingress from the cluster's monitoring service to scrape metrics without compromising the security of the internal network.
