[DEVOPS] Refined Manual/Labeled Release Workflow

Add a release.yml workflow triggered by manual dispatch or specific tags.

Goals:

• Automate generation of CHANGELOG.md.
• Create GitHub Releases with stable image tagging.
• Provide a clear 'checkpoint' for production releases that is separate from daily PR merges.
