fix: pipeline to wait for crunchy to rollout fully to deploy stack

Describe the Bug
currently pipeline is not waiting for crunchy to be available and rolling out app stack leading to failures, this would only happen for the first time deploy.

Expected Behaviour
Add a check with a loop in the crunchy deploy , to the pipeline, for it to wait for crunchy to fully roll out

Actual Behaviour
wait for crunchy to full rollout and then rollout app stack

@mishraomp This is potentially unnecessary if the dependant resources can survive. This gets an awful lot more complicated around database user setup and all our other "magic." Want to look at options?

unfortunately, the deployment fails as the dependent objects cannot be created , until crunchy has rolled out, I am ear for options, if you think we have something with crunchy or HA Database
