SImplify infrastructure with flattened structure

**Describe the task**
Currently the infra is separated out into modules like db, api, frontend, due to which it makes it complex and lot of duplicates.

idea is to flatten the structure and reduce duplications, same as https://github.com/bcgov/quickstart-azure-containers/tree/main/infrastructure
