API - approach for storing certified by checkbox #32826
Description
Note from discussion today - Entities currently does not have an API user acknowledge via boolean string that they authorize the filing. The assumption is that by submitting they authorize. In the UI a user must check this box. This was noted as a past decision, but seems to create discrepancy between API and UI users while also posing policy challenges.
