chore(gwa-publish): auto-merge and auto-release #251

Original request

For action-gwa-publish: auto-approve Renovate PRs, run PR tests, auto-merge, and cut a release when code changes, so consumers pick it up.

Why likely obsolete

It's CI plumbing for the standalone gwa-publish repo, which has no counterpart in either suite. The suites already release as one versioned bundle. If gwa-publish joins the suite (see the companion question issue), it inherits the suite's release flow. If it doesn't, this belongs in that repo, not here.

• None in this repo today.

Carried over from bcgov/action-gwa-publish#25 before archive.

• Closed, or moved back once the gwa-publish question is decided.
