CARGO_BAZEL_ISOLATED not respected when used with bazel modules

When using the "crate_universe:extension.bzl" the CARGO_HOME directory is used instead of the bazel module ctx directory.
If I understand the documentation and code correctly the handling of CARGO_BAZEL_ISOLATED is missing for bazel modules?
