Could we also get a rules_cc release when this merges or soon? Need that unblock rules_apple for our users on Bazel 9 |

I think this should go in shortly. I'll chat with @pzembrod about doing another rules_cc cut either tomorrow or early next week. |

Similar to #568. Required as rules_apple depends on .bzl using these, without this change
stardocextract fails
