New release?

To continue work on bazelbuild/rules_apple#2868 and MobileNativeFoundation/rules_xcodeproj#3266 , otherwise bazel 9.0 do not work for apple related targets without manual patches of rules.

I think only one of these is going to be super tricky (#555), then @pzembrod and I can cut a new release

Is it okay if we just cut a release before #555 merges then? IMO smaller, more frequent releases can be helpful for downstream users.

I think #555 is going to be complex enough that this is probably where we're going to end up.
