Include macOS output root move in Bazel 9 release notes #28740

Problem description (include actual vs expected text, if applicable):
Bazel 9 changes the output root from /private/var/tmp to ~/Library/Caches/bazel.
This will leave a very large # of unused files if users do not delete the old output root. (I myself wondered what happened to my disk space.)
The Bazel 9 release notes should point this out.
