• All of the "use .test instead of _test" warnings are because we test via //... and both targets are collected.
• remote_default_platform_properties and project_id are not found in the repo - they might be from some BuildKite config that I don't have access to
• //docs:bazel_repo_tools, defs, pip_install_bzl, and requirements_parser_bzl are all aliases that we want to keep around
• Same with //python/proto:toolchain_type
• ... and //python:autodetecting_toolchain, autodetecting_toolchain_nonstrict

haha it looks like the only actionable one is //sphinxdocs/private:stardoc_output_proto_py_pb2 which is using //python:proto.bzl's py_proto_library when it should be using @protobuf//bazel:py_proto_library.bzl.

Lets remove the aliases under //docs. We added them just in case, since they had been around for many years. At the least, we can remove our own references to them.

We should still be able to get a (mostly) warning free build ourselves. e.g. remove any of our own usages of //python:defs.bzl

Lets keep the proto aliases around. Upgrading protobuf is hard enough.

For _test being collected -- I wonder if the manual tag can be used to prevent that? That is annoying, though.
