What does this PR do? Why is it needed?
This PR allow customize
nogoper rule.In my case I use multiple
WORKSPACE(oneWORKSPACEpergo.mod) and all .go-code (our and third party) became external.So I can't simply split nogo configuration per our code and third party code with
exclude_filesattribute.
