This is an effort to make the import flow more clear and discoverable.
The goal is to make the switch from SAAS and OSS feel more natural.
In both cases you wouldn't have an account (or multiple) to get to the session menu after you first sign up.
So having this be part of the sign up flow feels more natural - you either create a new account or import an exported one.
