Arrange doesn't use the full build plate even when items easily fit when manually placed

How to reproduce

1. Select plate to arrange
2. Arrange plate

Actual results

If there are enough items on the plate, it dumps some of them off, even if there's plenty of space left on the plate. In the attached file, arranging any of the plates will dump 4 of the chips off of the plate. Manually arranging the plate results in a successful print.

Expected results

Arrange should take the entire printable region into account when placing items and deciding whether to remove any.
