How to reproduce

1. Select a plate
2. Select all items on that plate
3. Use the Arrange feature on that plate

Actual results

The prime line at the front of the plate is ignored. If there are enough items, or if an item is large enough, they will be placed in a position to overlap the prime line even if those items fit just fine elsewhere on the plate.

Expected results

When using Arrange, it should account for the prime line and arrange accordingly.
