python -m build products a gzipped tarball including requirements.txt, therefore we can remove the custom build script and let pypa do it's thing!

The failure now is a "good" failure, in that 1.5.4 is already published. Next up, let's push up a v1.5.4 git tag

Nice. I re-ran the manual versioning workflow just to test it out and it seems to register the correct version after publishing v1.5.4. If we're comfortable with this, we can go ahead and remove the no-ops. @squid-ney @nickhudkins

Yes absolutely, I'll do that as part of going from dry-run to real-run.
