<skin-id>.st_notification.xml not working correctly?

hey, i'm currently modding a skin, and was struggling to get the customised window working, it only appears to work if i place the file in both the 1080i folder in the skin directory and skins/Default/1080i/ in the addon directory.

is that by design?
