Recovery Build (Legacy).yml doesn't work on twrp-5.1 branch since it uses newer compilers

Recovery Build (Legacy).yml doesn't work on twrp-5.1 branch since Ubuntu 20.04 uses new compilers. Old compilers on ubuntu 18.04 solved this problem.
