Added Class Balancing to cpp and conf Closes issue azerothcore#21
Update code to use GetOption

Added Class Balancing to cpp and conf
Closes issue #21
Use:
Go into the conf and look for the class balancing section.
Change the class you want to scale back 0-100% of the dungeon buff.
Restart AC
