The previous behavior resulted in the prebuild upstream package being
downloaded, even if the local tree has any changes, whether they are
commited or not. This broke our internal build that has some patches
applied. See:

Let's use a more strict approach and only use the prebuild package if
the tag is exact and does not contain any extra changes.

## Which problem is this PR solving?
- Resolves jaegertracing#4547

## Short description of the changes
- Adds the following boolean parameters to declaratively determine
whether the metric name should be modified to match normalization rules
as defined
[here](https://github.com/open-telemetry/opentelemetry-collector-contrib/blob/main/pkg/translator/prometheus/README.md):
  - `prometheus.query.normalize-calls`
  - `prometheus.query.normalize-duration`
- Separate flags intentional to allow support for backwards
compatibility with older OpenTelemetry Collector versions. A single flag
is insufficient.
- Motivated by a breaking change in:
https://github.com/open-telemetry/opentelemetry-collector-contrib/releases/tag/v0.80.0.

## Short description of the changes
- A cleaned up version of
jaegertracing#4550.
- It uses a single spanLogger for both OpenTracing and OpenTelemetry
spans.
- The logging works for both types spans because of [this clever line of
code](https://github.com/opentracing/opentracing-go/blob/master/gocontext.go#L14)
where `tracerWithHook` is an OTEL bridge tracer, allowing span to be
stored in the `ctx` the "OTEL-way", making the span discoverable as a
legitimate OTEL span such that `ok == true`:

```go
if span, ok := ctx.Value(currentSpanKey).(Span); ok { ... }
```

Ran locally to confirm logs appearing for both OpenTracing spans:

- Unlike Jaeger Go SDK, OTEL OTLP exporter does not provide good
observability into how much trace data is being produced / exported /
dropped

- Connect OTEL logger to Zap logger and allow Debug() level, which is

- Part of jaegertracing#3380

## Short description of the changes
- Move explicit baggage access into a util func that checks both OT and
OTEL baggage. Later the OT part can be retired completely.
- Update usage sites to use the new function instead of OT
`Span.BaggageItem`

A couple of less related changes in `tracing/mutex.go`:
- Use OTEL Span API instead of OT
- Replace direct-to-span logging with the regular logger that logs both
to stdout and to the span

## Which problem is this PR solving?
[tracegen] Enable BlockOnQueueFull in OTel SDK to make spans not dropped
in spikes

## Short description of the changes
Call `WithBlocking()` from OTel SDK to enable `BlockOnQueueFull=true` to
make spans not dropped when the queue is full.

Tested locally:
- Before the change: Spans in tracegen were dropped when generated to
jaeger-collector, even with just 1m duration and 1 worker.
- With the change: Spans in tracegen were not dropped even with 1h
duration and 10 workers.

Once we call

[close](https://github.com/jaegertracing/jaeger/blob/main/cmd/ingester/app/consumer/consumer.go#L76)
again with fxtest module, there is a chance that the application will
close the goroutine before the
l[ogline](https://github.com/jaegertracing/jaeger/blob/main/cmd/ingester/app/consumer/consumer.go#L79)
is executed causing **panic Log in routine after .. has completed**.

Fix:
Add a wait group that will wait for the goroutine to finish before
closing the channel.

## Which problem is this PR solving?
Since the HotROD UI does not start traces, it can only search for a
trace corresponding to a particular request by some span tags. This
makes the experience of opening a trace a big clunky as we first see the
search page with one trace, and then have to click on the trace again.

Related to jaegertracing#3380

## Short description of the changes
Change the HTTP instrumentation to always generate a `traceresponse`
header per the [current W3C
draft](https://github.com/w3c/trace-context/blob/main/spec/21-http_response_header_format.md).
Then parse the trace ID from that header in the UI and generate a
hyperlink to open the trace view directly, bypassing the search.
