Description of changes:
We recently made changes in bootstrap.sh to not restart docker on config changes but that seems to be creating issues. Fixing it in this PR by moving systemctl start docker to systemctl restart docker.

Testing
I was able to create an ami after this change and validate docker bridge

[ec2-user@ip-192-168-33-24 ~]$  ip a s docker0
3: docker0: <NO-CARRIER,BROADCAST,MULTICAST,UP> mtu 1500 qdisc noqueue state DOWN group default 
    link/ether 02:42:39:da:df:31 brd ff:ff:ff:ff:ff:ff

       valid_lft forever preferred_lft forever
